本研究は帰国事業問題に関する既存研究の動向を整理し，帰国事業をめぐる概念的アプローチの有意性を検証した．第一に，「在日朝鮮人の内在的要因論」，「社会主義建設と対南戦略への壮大な動員論」，「日本政府・JRCの役割論」，「北朝鮮政府の対日人民外交の政治的過剰推進論」を比較考量し，帰国事業研究の到達点を検証した結果，既存研究は歴史学実証主義のアプローチによって発展を遂げてきたことが確認された．
第二に，先行研究は「帰国事業の発端」をめぐる動きに関心を示し，研究史の中心的テーマが大規模化の「行為主体」に傾斜していた．就中，(1)帰国者の帰国願望が顕在化した契機，(2)集団的意思・組織化，(3)意思決定に影響を及ぼす情報の検証，また，民主主義体制と権威主義体制下での組織化の差異を包摂した概念的枠組の構築が必要であるとの論点が抽出された．
第三に，帰国運動を展開した「主体の組織化」を分析する概念について考察した．1955年に創設された在日本朝鮮人総聯合会は，既存の左派系朝鮮人団体とは異なり，外部政権である北朝鮮政府の政治的・戦略的意図の下で管理・統制の対象となった経緯があるため，権威主義体制における組織化の議論を内包した被管理大衆団体(Administered Mass Organization)の概念的枠組が不可欠であった．また，帰国協力運動を推進した親北系日本人団体については，民族利益団体として日本世論を形成したことから民族ロビー(Ethnic Lobby)の概念を導入するであることが確認された．

The purpose of this paper is to compare previous research of the North Korean Repatriation Project and to assess the significance of applying conceptual approaches to the Project. Previous studies were developed using positivism-based history. The major findings were mainly focused on the beginning of the Project and players themselves. Therefore, the following topics were unclarified; （1） the motivation of returnees' homecoming wishes, （2） returnees' collective will and the process of organizing them,（3） effective information that influenced returnees' decision-making. To examine such topics in the repatriation movements, conceptual frameworks differentiating organizations under democracy and authoritarianism structures are required, and following approaches are chosen; （1） "Administered Mass Organization" explains the organization of the General Association of Korean Residents in Japan under authoritarianism because the North Korean government politically and intentionally controlled the group, and （2） “Ethnic Lobby” explains that the Japanese Pro-North Korean Group acted as an ethnic interest group, which created Japanese public opinion to proceed the repatriation cooperative movements.
