東日本大震災において災害ワークキャンプは，活動対象地の村落社会に何をもたらしたのか．本稿は，それを宮城県気仙沼市唐桑町で実施した唐桑キャンプの事例に着目して考察する．その際，唐桑キャンプと関わりのある住民８名のインタビューを主に扱った．
本事例の災害ワークキャンプは，村落社会の生活形態に適応した活動を行った．それは，村落社会の住民たちの〈つながり〉の網の目の中に，参加者と住民が形成する〈つながり〉を通じて入り込み，情報の収集や村落社会の「協同」を代替する機能を担った．活動を通じて形成される参加者と住民との〈つながり〉は，住民のエンパワーメントに効力を発揮し，その〈つながり〉の範囲がワークキャンプの活動範囲を表した．その〈つながり〉により実現した被災時の祭りも，住民のエンパワーメントに貢献した．
互いに顔のみえる〈つながり〉を形成する災害ワークキャンプでは，参加者と住民が匿名的な関係を形成する「派遣型ボランティア活動」と異なり，活動を受け入れた住民たちが参加者に返礼を行うことができる．しかしその場合にも，〈返礼のジレンマ〉という困難が住民に伴うことが明らかになった．

This paper considers what a disaster work camp had made in the Great East Japan earthquake in 2011, focusing on the case of “Karakuwa camp” practiced in Kesennuma city, Miyagi prefecture, using 8 residential interviewees who has committed its camp.
The work camp practiced their activities adapting life formations of the rural society. It took functions to substitute “collaboration” aspects of the rural society and collect information of its society, through the work campers entering into residents’ networks by forming intimate interpersonal ties with its residents. The intimate ties between the work campers and its residents create an effect to empower the residents. A festival realized by the ties also contributed to empowerments of its residents. The extent to the ties signifies where the work camp has practiced.
The disaster work camp forming intimate interpersonal ties has been able to have opportunities that its residents reciprocate to the work campers, in the contrast to “dispatch type volunteer activity” which practitioners and residents make anonymous relationships. However, it has the difficulty so called dilemmas of reciprocation for residents.
