According to the research of Japan Private Junior College association, the quorum of III junior colleges of 422 junior colleges (26.3%) was not reached in the school year of 1985. It means that 334 of 1,070 faculties of junior colleges (31%) were want of quorum. This fact has resulted in a serious proflem, which could not be neglected by all managers of private junior colleges and those concerned with junior college education and administration. This fact was especially caused not only by the shift of population but also by the scale of quorum and by the choice of faculty of young students. The authorities taking measures to settle the problem, should guide these junior colleges in planning proper location and improving faculties, while they should considerately assist them in small scale college management. On the other hand, those junior colleges should positively adopt the new education according to social demand in improving faculties, that is, Education of Health and Education of Practical Affairs.
