Upbringing of the talented person and activation of the organization is urgent problem of local collaboration.
In this article, I clarify about the way to find and bring up local leader, by case study
on Ｎ district in the City of Kure.
　The following points mainly become clear. Primarily, system in cooperation with the
government has been built in the City of Kure. But that system greets a turning point. Second, in such situation, activity of N district inhabitants has begun. Those activities are the friendship and
solutions to the problem. Third, in the organization, cooperation of established organizations has been accomplished, and new activists have entered there. Those activists have been discovered from relations by the shared territorial bonding.
　This case study shows possibility to rebuild collaboration relations against power relations, after the system in cooperation with the government became weak.
