I suggest that collaboration measure is developed from community measure. They have common point and different point. The former is that the local action of inhabitants is expected, and the latter is that recognition about the situation and the point of view of both measures are different.
But that difference can be reconstituted as development.
　I illustrate this development in the history of the local measure of Hatsukaichi City. This history can be distinguished at three times. The first is time of the outset. Under the influence of the measure of the nation and the prefecture, vaguely, community measure was begun. The second is the time when a fixed form was established. Neighborhood association and organization in cooperation with the local government are main member of organization of the community, and they work on the friendship mainly. The third is time of development. Collaboration measure is developed with community measure as a base. The characteristic on the organization is a round table conference. The association belongs as a new factor there. In this article, community measure of Hatsukaichi City is inspected, and development to a collaboration measure is explained in the next article.
