The theory of Shigeo Okamura is called a social welfare theory to emphasize independence of will. I researched the theory of Shigeo Okamura, for the answer to argument about the positioning of the community.
The following points became clear. Primarily, mutual aid is regarded as a driving force of the self-remodeling of the whole social welfare. Second, community is the place in which welfare problem occurs and is solved (including the prevention). Third, the point of contact with social
welfare by the nation and the mutual aid takes form called the help of individual treatment.
Fourth, inhabitants participation in welfare is emphasized. Fifth, the inhabitants participation takes the form called the “welfare through community”. To the sixth, by the concept called the critical collaborative relationship, the way become clear in which community is not used for the government.
Vagueness remains in the theory of Shigeo Okamura at a point of the local government theory and welfare education, but these points should be undertaken as our problems.
