The Annual Report of Statistics on Correction (2014) shows that Japanese prisonsinclude many elderly and disabled people as new inmates. Needless to say, supporting these inmates in the future will be critical. The purpose of this research is to clarify the “Special Adjustments” being performed by Sustained Community Life Support Centers. The results of the examination of government statistics imply that human resources development has become an issue in Japan. Further comparative studies are needed that compare Japan’s human resources development initiatives with those of foreign countries such as France and Sweden.
