The formation of a disaster-prevention community has been pointed out. Especially after the“Hanshin-Awaji Great Earthquake”, it is also being policy-driven. Disasters in particular occur when external forces exceed the disaster prevention ability in natural predisposition, social predisposition. Therefore, there are aspects where society causes disasters, disaster prevention by the community which is a part of society is expected. In this paper, it is considered in principle whether disaster prevention will become the jurisdiction matter of the community. And how we can create a player is considered in the case of Kegoya District in the City of Kure.The following points mainly became clear. First, disaster reduction is positione as part of community’s regional joint management function. Therefore it can be carried by the community.Secondly, from the cases in Kegoya district, what we learned is that there was a foundation of creating human relationships starting with friendship activities, these activities developed into problem solving behaviors, and in the course of these activities disaster prevention players grow.
