The aim of this research is to describe how the expertise in special needs education can be developed through the analysis of the training system. In Hiroshima city, the system of cooperation among the teachers, administrations and parents association has been constructed, aiming to develop the teachers’ expertise. This training system is considered to be the main cause to develop the specialties of the teachers. To construct this system, time, budget, support from the administration and human resources are essential. All of them must be taken into consideration to construct the effective training system.
