Abstract |
In 2015, the voting age in Japan was lowered from 20 to 18, and sovereign education has been actively provided in elementary, as well as junior and senior high schools all over Japan. In some prefectures, election administration commission staff are visiting schools and conducting lectures. Kure City election administration commission (EAC) has been conducting visiting-lectures since 2011 and yearly increasing the number of lectures. The significance of visiting-lectures includes making students familiar with elections through experiencing mock voting, among others. This is expected to increase the voter turnout and facilitate the expression of opinions by more people. In spite of claims that the increasing voter turnout is not the essential objective or the achievement of sovereign education, the direct and indirect expression of diverse opinions is the basis of democracy. An election is a social system for expressing opinions, and a strictly institutionalized system for embodying democracy. Non-participation in elections implies waiving the right to express one's opinion. A rule of democracy is that any defects in the electoral system should be modified or improved within the system. “Voting” and fostering people that vigorously participate in social activities is a clear objective and achievement of sovereign education and continuously conducting visiting-lectures support the healthy development of democracy. |
