In this paper, I will extract the image of the residents’ association from the matters included in the residents’ association model agreement and examine the significance of the residents’ association model agreement. The model agreement covered in this paper are the three model agreement of 1991, 2004, and 2016.
As an image of residents’ association based on theory of co-management of local community,
it has the following characteristics. (1) it is in a certain area, (2) members are household units, (3) in principle, all households will participate in it, (4) it conducts comprehensive activities, and (5)
it represents the region. It was confirmed that these features were reflected in the above three model agreement.
It was also confirmed that minor corrections were made as the situation changed. Therefore, the three model agreement serve as agreement.
However, the current problems of residents’ association and responses to issues can be
confirmed in the district community development plan where specific actions are described.
Therefore, it is important to use the spirit of the model agreement in that plan.
