Summary
This paper aims considering characteristics of the new Federal Law of Education in Russia and recent education policy in Russia, compared with the old Federal Law of Education in Russia.
It becomes obvious three points as the result of this study. Firstly, ＂right to education＂ for multiethnic is continuously guaranteed. Secondly, on the other hand, it is emphasizing ＂public benefit＂ as the Federation in the new Federal Law. Thirdly, it is regulated ＂duty＂ and ＂responsibility＂ to learner and teacher by the new Federal Law.
As a whole, education policy is centralized in Russia. We ought to pay particular attention whether Russian education policy is standardization.
