The purpose of this study was to examine support for preventing depression and suicide as “comprehensive support for life and empowerment” from the perspective of mental health and policy. The suicide rate among young people in Japan is high internationally and is the leading cause of death among them. Since the enactment of the Basic Law on Suicide Countermeasures, each municipality has implemented comprehensive suicide prevention. This law does not limit the causes of depression and suicide, but rather describes the need for preventive interventions and environmental improvement as events that occur when various factors are complexly intertwined and exceed limits. Adolescents should be viewed as a stage of life and holistic, selective, and individualized preventive interventions should be implemented.
