Recently，"Shiminkyoudou" occupies the interest of people who think over the regional policy. That is an effort to create a place for solving regional problems by residents. Until now，administration mainly takes charge of work for the public good. But a neighborhood self-governing body，called "Zichikai"，with a civic activity and NPO，must be counted a body to pursue the public good. Zichikai has controlled commons throughout. Commons exists locally，while it exists globally，and stratified. So Zichikai，civic activity，NPO，and administration must work together. The idea of Shiminkyoudou is almost equivalent to idea of "Subsidiarity". These ideas tell us where we will go.
