In a recent community，the role which Iocal welfare officers take becomes more and more important. However，their activity becomes more difficult than before. They are active for community-based welfare hard while having such a dilemma. A mediation function to tie a person having a problem to administration and a community is expected of them. They are sometimes active as a friend and are sometimes active as an expert. In this article，we examine a mediation function of a local welfare officer and clarify a support policy for them to make a rich community.
