In this study，we discuss the necessity and the methodology of the benefit measurement of a social welfare policy and plan for old people through telecommunication network in mountainous area. Firstly，we conduct an interview survey with the administrative person in charge of welfare policy through telecommunication network. Secondly，we ask residents a monetary evaluation of introduction of that policy. Finally，the results of the questionnaire are analyzed by contingent valuation method. Obtained major learning are as follows. It is important to measure the benefit of social welfare policy in mountainous area，the estimated values of that policy by CVM are low and factors influencing willingness to pay are income，knowledge of the policy and age.
