In mountainous area the prevention of depopulation has been one of the major problems to municipalities. The industrial estates have been planned as the useful and soluble methods of that problems by municipalities. But we can find out many examples of a failure. Therefore，this study investigated the history of industrial estate policy and its post evaluation. Firstly the depth interview survey was held with four municipalities in mountains area and urban area. Secondly the effects of the industrial estates on population and income were analyzed.
