Both of the central government and local governments are re-developing various policies for a local information service in earnest，against the recent popularization of the Internet. On the other hand，President Clinton had signed into the Telecommunication Reform Act of 1966. It is said that this legislation will lead all Americans into a more prosperous future by preparing economy for the 21st Century and opening wide the door to the Information Age. This paper will answer about the following questions : (1) Why do policies for the local information services get into the limelight now ? (2) What roles do they play for the local economic development in future ? (3) What conditions do they need for the success of the local information services ? (4) Where and What issues do they take ?
