Partnership or collaboration between public and private sectors has become one of the most important issues among public policies, and these collaborations have been promoted and spread rapidly through the nation since the late 1990s. However, the efforts seem to have come to a standstill. This paper explores the features of the present public-private partnership policies, which seem to be specified as nonprofit corporation oriented, prefectural government oriented and idealism oriented, and discusses problems caused by these features. Then it points out that municipal governments should be the main participants in the next stage, and the role of neighborhood associations, which have been under-evaluated, should be reconsidered from the viewpoint of local governance, based on previous literature as well as original research conducted in Hiroshima Prefecture. Finally, it presents suggestions for future partnership.
