Part (1) of this paper analyzed the damage to existing victims of atomic air raids mainly on the basis of various statistical studies published so far and examined responses and problems of public remedies (in particular, remedies by the Medical Treatment for Atomic-Bomb Victims Act and Special Measures Act) for this damage.
This time I have made clear to what extent living conditions of atomic-bomb victims were improved by these public remedies and what problems remain unsolved by analyzing counseling records of caseworkers and counselors who are engaged in counseling work.
