Abstract

The Japanese colonial policy towards Korea since the conclusion of the Japan-Korea Annexation Treaty on 22nd August,1910,until the restoration of Korean
independence on 15th August,1945 as brought about by the defeat of the Imperial
Japan,was consistently a long the policy of assimilation. Under the policy the
eventual assimilation of the colonial populace to the mainland nation was to be
aimed at,through acquainting the colonized with the similar legal,economic and
social institutions as those of the colonizing regarding the colony as an extention of the mainland,and through disseminating the custom,language and government of the governing over the governed. Thus,in the scope of education,the policy of “Education As Assimilation"
was adopted to effect the advancement of allegiance to the royal family,of loyalty to the state,and of other qualities fit to the Imperial subjects. M. Terauchi,the first governor to Korea,was to launch out to enforce the Educational System for Colonial Korea in conformity to the general policy above stated. He considered that,in order to accomplish the ideal of the Annexation,i. e.,the enhancement of welfare of the Korean populace and the realization of the integration of the nations through spiritual assimilation,the role of education was vital. He consequently formulated the ideal of education there as “Education to create as good Japanese subjects of the Koreans as the native Japanese". In order to accomplish this end, he emphasized the propagation of the Japanese
language as the basis for the actual integration.The present study deals with how the teaching of the Japanese language was
handled within the “Educational Order of Korea" and how it was substantiated
in the curricula of various schools and institutions,and presents an observation
on how these were carried out in line with the general colonial policy.
