本稿は、障害を持つ人が地域の一員として、地域社会のすべての資源を平等に享受できる条件を満たすための支援策の一つとして、働く場の実現をめざし、町当局、障害者施設、ボランティア団体、その他の民間団体の協同システムを構築する活動の立ち上げについてアクション・リサーチにより研究した論文である。サイクル1からサイクル3までの15年にわたる長期計画におけるサイクル1の5年間を、トヨタ財団から研究助成を受けた2年間のプロジェクトに焦点をおいてまとめたものである。町の現状、町の障害者サービスの状況、障害者の地域生活を豊かにするためのニーズ、障害者の働く場の創設などについて調査・研究し、「バリアフリーの町づくり」の将来展望を考えることをめざしている。福祉作業所ひまわりが、南光町にある他の知的障害者更生施設の播磨園と共に、研究の重要な役割を果たした。

This study aims at developing the town policy that enriches community lives of people with disabilities. Action research is the best strategy for establishing a collaborative system among relevant organizations including the town authorities，facilities for people with disabilities，voluntary organisations and other private bodies in Nankocho. The Toyota Foundation awarded 2.500.000 yen for two-year study. The research team established relevant organisations studied the contemporary town system involved in social services for people with disabilities，people's atmosphere，and special needs to improve community lives for people with disabilities. The community workshop “Himawari” for people with disabilities is an important part of this study as are the live-in facilities for people with disabilities existing in Nankocho.
