This report deal with the discussions of reasons for illegal dumping. Illegal dumping makes the big problems to establish a sound material-cycle society. In short, these problems derived from an individual attitude toward the dumping. To solve these dumping problems, it may be necessary to change the manner of the people and to increase the related social pressures. However, it may also be effective to strength the regulational penalty or to change the national minds. In the future, it will be solved finally by that almost all the people feel the guilty about illegal dumping as the same guilty as larceny.

本稿は廃棄物の不法投棄について考察したものである。不法投棄は循環型社会構築のためには大きな阻害要因となっている。その原因は結局のところ，個人の意識レベル（社会的制約）の問題であり，対策はそれの向上しかない。しかし，罰則の強化等の法的手段はさしあたって効果的であろう。最終的には「みだりに物を捨てる」という行為が，「物を盗む」のと同じくらい恥ずかしいことになってはじめて解決をみるのではないかと思われる。
