近年、日本のアニメーション文化に対して国内外から高い関心が向けられている。しかし、現代の日本のアニメーション文化に関しては、首都圏を中心とした大都市圏において実践されるものと地方都市におけるそれとの間に大きな不均衡が存在しているように思われる。
本稿では、地方都市におけるアニメーション文化の現状とその課題について広島の事例を中心に検討しようとするものである。一地方都市としての広島におけるアニメーション文化は、さまざまな団体や個人によって担われた厚みをもった存在である。近年では、地域（経済）振興の方策としてアニメーション文化の振興が自治体や地元経済界からも期待されている。広島のアニメーション文化を概観すると、①主として広島市などの行政主導によって担われている「芸術系アニメーション文化」、②地元経済界と大手アニメーション制作会社などとの連携によって担われている「商業系アニメーション文化」、③若者を中心としたアニメーションの愛好者によって自発的な活動を続けている「自生的アニメーション文化」、という三層で理解することができるように思われる。広島においてこれら3つの領域の担い手たちは、それぞれが広島のアニメーション文化に漠然とした不満や危機感を感じながら、互いの連携を試行している段階である。

The animation culture of Japan has attracted growing attention domestically, as well as internationally. The municipalities and the business world expect the promotion of animation culture as a part of their regional development policies. However, there seems to exist a considerable disparity between the metropolitan area and other provincial cities in terms of the development of animation culture.
The paper aims to address the issues and challenges of animation culture in provincial cities, with a case study of Hiroshima City. As a provincial city far away from the metropolis, Hiroshima has its animation culture with various stakeholders as individuals and groups. Hiroshima’s animation culture can be understood by classifying them into three groups; （1） “artistic animation culture” led by the administrative offices like Hiroshima City;（2）“commercial animation culture” initiated by the local business community in collaboration with major animation producers; and （3）“grass-root animation culture”, the voluntary activities of animation fans, mostly younger generations. The supporters of these three areas are now seeking collaboration with one another while having a vague discontent or sense of crisis towards the current state of animation culture in Hiroshima.
