In citizen participation type community planning activities, the importance of the specialist concerned as a support subject is increasing. However, it is difficult for an operating-specialist to support to all that are called for. Moreover, it is difficult to request a consultant also from the financial problem of community planning activities. Therefore, practical use of the talented people in support of a function group or an NPO organization, a volunteer specialist, and a general participant is required. By this research, while grasping a specialist's role, the possibility of actualization of new talented people is examined.
