In regional small cities, railway users have decreased and the attraction of the cities has been diminished because of motorization and suburbanization. It is necessary to develop a regional station plaza and to make a node of streets, pass and railroads in town center for revitalizing a small city. If the station plaza contains local community facilities, such as a commercial facility, transportation facility, and green space, these facilities are expected to activate the neighborhoods around the plaza.
