The purpose of this study is to examine the attitudes and needs of Municipality, Designers and Residents at the reproduction of public housing. In order to provide Residents with desirable living environments, it is important to define at the stage of designing and planning requirements. So, we conducted questionnaire survey of three groups with the reconstructive project. And the Delphi survey was also administered with Municipality and Designers. In addition, the questions were asked regarding the relationship among the three groups. It was shown that there were some differences of attitudes among the three groups. However, it was indicated strongly that all three groups want to create a better living environment. For this goal, it is clear that in the future we should make an effort toward the realization of active communities, improvement of houses and their immediate environments, and raising Residents' awareness of the regional communities.
