New social movements appeared in Germany in the 70s and have drawn attention in the world. New social movements became stronger against fordism, which consists of mass production-mass consumption and security-state. Joachim Hirsch tried to formulate "radical reformism" as a political strategy, which relied upon new social movements against fordism and was considered as a radical reformative strategy both in and against security state. In progress of globalization security state has been transformed into national competitive state, which forces people into trying to obey the rule of globalization. And global governance, which consists of states, international organizations, and NGOs, plays a bigger role than ever. NGOs draw attention as reformative subjects. But without the character of social movements, NGOs would lose independence from competitive states, international organizations, and multi-national enterprises.
