本報告は2012 年2 月，訪問先ドイツの社会福祉施設と精神科病院を中心とする医療施設の紹介を目的とする。ドイツの社会福祉施策は国家主導としてではなく，民間主導の福祉施策となっている。社会福祉施設はキリスト教会による運営がなされ，施設面積も大きく，一つの村のようなコミュニティが形成され，利用者の生活保障が行き届くといった特徴がみられた。精神科病院は街の中心にあり，患者も市民も共同で利用できるスペースも設立されていた。病院においては音楽療法が導入され，患者は楽器を実際に演奏するといった充実した診療プログラムが実施されていた。　このようにドイツの医療福祉施設は，患者や個人の人権を尊重した考えが徹底され，発想の豊かさ，柔軟さに文化の大きな特色が認められた。医療福祉の取り組みには，人権という普遍的な考えが浸透しており，人間性を高めるため，ドイツでは人間の持てる力を最大限引き出す理念の追求が実践されていた。

This study’s aim is to introduce the actual conditions at medical and welfare facilities in Germany. Social and welfare provision in Germany is under the control of non-government institutions, as in Japan. The characteristics were as follows: a religious organization manages the medical and welfare facilities, which are large in area and formed as a community, providing a secure environment for the daily lives of the residents. There is a psychiatric hospital in the center of the city, with enough facilities for use by both citizens and in-patients. The hospital offers a substantial program of music therapy, patients actually playing the instruments. Thus, the culture in this German medical and welfare facilities is characterized by a generous and fl exible conception and by putting principles into practice. The German approach to medical and social welfare is based on a view of fundamental human rights which seeks to value and maximally promote humanity and human potential.
