近年,10代の性感染症や人工妊娠中絶の増加が思春期保健の緊急課題となっている。そこで,学校保健と地域保健が連携した「生と性の健康教育」推進システムを構築した。まず,学校を対象として「生と性の健康教育」に関する実態調査を行い,関係機関から成る検討委員会を開催した。次に,保健所管内3地域で年齢段階に応じた「生と性の健康教育」のモデル事業を実施した。尾道地域では,保育所で保育士による健康教育と保護者との座談会を行った。三原・世羅地域では,小学校で養護教諭による健康教育や,高等学校で大学生のピアエデュケーションの手法による健康教育を行った。このようなモデル事業の成果をもとに,効果的な健康教育を推進するためのマニュアルを作成し,関係機関に配布した。「生と性の健康教育」を推進するためには,学校保健と地域保健が連携し,ライフサイクルの発達段階に応じた教育内容を工夫することが重要であり,さらに関係機関が協働し,健康教育の企画・実施・評価機能を持つことが必要である。

Recently, more and more teenagers have contracted sexually transmitted diseases and have undergone abortions. This is a great problem that should be dealt with as soon as puberty begins. We have developed a new system of health education on life and sex for pupils, in cooperation with the community health staff. First, we evaluated the actual conditions of health education for pupils, and then we held a committee meeting to deal with the problems. We made model programs of health education on life and sex for pupils in three local areas. In the Onomichi area, nursery school teachers conducted health education programs for children and had a round-table talk with their parents. In the Mihara area, school nurses conducted health education programs at an elementary school, and college students conducted peer education sessions for high school students. We drew up a manual with the aim of promoting health education effectively and distributed manuals to the institutions involved. To promote health education on life and sex for pupils, we make it a point to cooperate with the community health staff and to ensure what the pupils are taught is appropriate for age. It is essential for the institutions to cooperate on health education and perform the important function of "plan-do-see" for health education.
