三原市および周辺地域 (2市, 8町) を対象とした三原市障害者生活支援事業が三原市社会福祉協議会を中心に2000年度より試行, 2001年度より実施されることになった。従来, ソーシャルワーカー等の福祉関連職種が行っていたが, 医学・リハビリテーション・補装具・福祉機器用具に関する相談のニーズが高まったことから, 相談員のメンバーに医師やリハビリテーション専門職, 福祉用具製作者を加え, 各分野の専門相談を実施することにした。2001年度から2002年度までの実績および事例を通じて, 本事業における専門相談員の役割と今後の課題について検証した。その結果, 専門相談に対するニーズが高いことを再認識するとともに, 各地域における専門相談員を増員し, 頻回な訪問実態調査を実施することが今後の課題になると思われた。

The Mihara City Social Welfare Committee played a key role in starting the Mihara Community Support Service for persons with disabilities (a trial) in 2000. The Center of Living Support Service for Handicapped People in the Mihara City Social Welfare Committee has been active in Mihara City and peripheral localities (2 cities, 8 towns) in supporting activity since 2001. The needs for consultation about medical treatment, rehabilitation, orthoses, welfare equipment, and self-help devices have been high for handicapped persons for a long time. Therefore, a doctor, a rehabilitation allied medical professional, and a welfare tool maker were also added to be advisers in the "Dream Catcher" program. We studied the role of these specialist advisers in this service and future problems, using example cases from 2001 and 2002. The results showed that the needs for the specialist advisers were very appropriate for handicapped persons. We discovered on fact-finding visits that there are only a few number of specialist advisers in various areas.
