全国的に経済のサービス化は着実に進んでいる。しかし，広島県では，国勢調査の就業者数でみると派遣労働者の増加によりサービス産業の占める比率が上昇しているものの，県内総生産でみると，サービス産業の占める比率が2003年度以降，低下傾向にある。この時期に製造業が好調で、あったことが主因であるが，サービス産業の伸び率は全国と比べると低い。広島県の施策にもかかわらず事業所向けサービス業の特化係数も低い。この傾向は，大規模な製造業集積をかかえる広島県と類似する府県に共通する特徴であり，地域構造的な要因が関連していることが示唆される。

Japanese economy has moved further from a manufacturing base towards a service base. In Hiroshima prefecture，however，ratio of tertiary industy has decreasing from 2003. This is mostly because of steady growth in manufacturing sector，and growth of tertiary industry is also small during this period. In spite of measures and policies of Hiroshima municipal government， business service industry has not been promoted effectively. From the result of cluster analysis，the growth of business service industry is relatively low in prefectures which have the same attributes of Hiroshima. This suggests that regional structural factor is related in development of business service sector.
